i love the coloring of this but something about her face seems off, maybe its just the left eye being too close to the ear

Well, you've got the hang of the positioning of the shadows as well as the rough anatomy of a female body, but there's still room for improvement.
Firstly, try to make the shadows have a sort of "fade-off" effect (not sure how to explain this). Try observing how clothing folds go as often as possible. Also, try going to this tutorial for some help on soft-cell shading: [link]
Secondly, the flow of her hair seems gel-like and artificial. I suggest you try to observe how smooth hair goes, and remember that no matter what hairstyles there are, they should all follow gravity. This might be a good tutorial on fringes: [link] and another on how to draw hair: [link]
Lastly, the anatomy of her body. In my opinion, her left shoulder seems too low. Try raising it up a little to make it look natural. You can get someone to pose for you if it helps.
One nice thing here which I can see is her eyes. Since eyes are the main feature on an anime face, you've managed to give this picture a good first impression. Keep it up!

1. Your color selection is ok, except for the skin color, as it is too yellow in contrast to her red hair. try to go for pinkish tones if you want a more 'natural' skintone.
2. Your coloring has obscured your lineart completely. you should be coloring UNDER your lineart, not over it. if you find the lineart too thick, redraw it in thinner lines.
3. Pay attention to small details such as creases and flow of the hair. these are the things that make an artwork come to life.
Thanks for the comments. Hmm.. Actually the lineart is initially in black color. I followed 's skin tone tutorial, that's why it looks like the coloring is above the lineart. Ramy's skin tone tutorial Not sure if it is right for me. Any suggestions of tutorials that I can follow and learn from?

I think its best if you explore the tutorial fully and try a small sample to make sure the technique is the right method for you. not all people are comfortable coloring this way...

1. You can add some white lines to the hair for the smooth and shiny hair effect?
2. Not to do shades over the lines on the clothes, do more clothes shading effect..hope you get what i meant.
